Publishedthree years after the reintroduction of the income tax, itis a work that offers a general survey of public finance andeconomic theory. Beginning with a discussion of the generalprinciples of taxation, it goes on to deal with directtaxes, indirect taxes and public debt. Its importance wasrecognized almost immediately, and it went through two moreeditions in 1852 and 1863. McCulloch was Comptroller of theStationary Office and one of the first experts on publicfinance. In addition to this work and related articles inthe Scotsman, Edinburgh Review and Encyclopedia Britannicahe compiled and annotated the Literature of PoliticalEconomy, an important reference work.
