The Virginia Resolutions were written by James Madison andwere adopted by the Virginia legislature in 1798. TheKentucky Resolutions were written by Thomas Jefferson andadopted by the Kentucky legislature in 1798. Both opposedthe passage of the Alien and Sedition Acts, and initiated adebate about the respective powers of the federal governmentand states. Their doctrines had a profound effect on thedebates that led to the Civil War. Madison's Virginia Reportwas a resolution supporting freedom of the press.
