In response to the flagrant violation of basic human rightsby militants against occupied civilian populations duringWorld War II, the Geneva Diplomatic Conference of 1949 metin an effort to revise the Convention of 1929 and preventthe recurrence of these abuses. This historic Conferencewas the first devoted exclusively to the protection ofcivilian populations and decreed that the inhabitants of anoccupied territory were not to be deprived of fundamentalrights during a belligerent occupation, either by anychanges made in the government of the territory or byagreements between the local authorities and the occupyingpower.
