The share of employers offering health coverage hasgenerally declined in the last decade. Researchers believethat certain provisions of the PPACA could affect employers'future willingness to offer health coverage, such as theavailability of subsidized coverage through new healthinsurance marketplaces called "exchanges" and an "individualmandate" which will require most people to obtain healthcoverage or pay a tax penalty. Certain PPACA provisions arescheduled to take effect in 2014. Researchers have providedvarious estimates of the effect that PPACA may have onemployer-sponsored coverage, and this is the GovernmentAccountability Office's review of this research.
