The first major overhaul of the IRS since 1952, the Act wasthe result of a bipartisan effort to reshape an agency thathad been the target of widespread criticism and wasperceived to be violating citizens' rights. Title I of theAct established a nine-member board, including six privatecitizens, that was authorized to make recommendations to theWhite House on the hiring and firing of IRS commissioners,and to oversee the general administration of the agency.Title II dealt with the then-novel concept of filing returnselectronically, but the section of the Act that drew themost attention was Title III, the Taxpayer Bill of Rights 3.This compilation includes the text of the law, all billversions and marke-ups, related bills, relevant reports andhearings, House and Senate debates, and presidentialremarks.
