The 2009 Supplement is an essential tool for legislative research. This supplement includes the documents, materials, and decisions of hearings that were held on several controversial Supreme Court decisions during the 109th and 110th Congresses. These include Kelo v. City of New London, in which the Court held in a 5-to-4 decision that private development plans could offer enough benefits to the community through economic growth as to qualify such plans as a permissible “public use” in the Takings Clause of the Fifth Amendment.
