In its report to the nation, the 9/11 Commission made bold proposals to protect the nation in this new era of terrorism. It called for a global strategy to attack terrorists and terrorist organizations, reach out to prevent the growth of Islamist terrorism, and safeguard America from additional terrorist attacks. To achieve these goals, the Commission called for wholesale government reorganization through “unity of effort” in five areas. The provisions of Public Law 108-458 promote inter-agency sharing of intelligence by the FBI and other jurisdictions, further strengthening homeland security.
