Justice Department officials reviewed procedures and found that the federal government had previously acquired land deemed necessary, with little regard to orderly legal procedures or hardships caused to property owners. This 1944 work includes allowance for voluntary methods of acquisition and expands upon the authority to exercise discretion in the use of executive powers.
